Debra Rand serves as AHEPA Senior Living’s Region V Director. She oversees 15 communities, including 14 in Alabama and one in Florida. She earned promotion to this role in November 2025.
Debra joined AHEPA Senior Living in 2006 as a Property Manager in Semmes, Alabama. In 2024, she was promoted to Senior Property Manager, where she led the company’s first RAD for PRAC conversion—a HUD program that supported the major revitalization of three communities totaling 175 units in Mobile, Alabama.
She began her career in apartment management in 1999 as a leasing agent in HUD multifamily housing. In 2001, Debra became a Property Manager with a multifamily housing company specializing in USDA rural Section 515 and Low-Income Housing Tax Credit (LIHTC) communities.
Debra holds certifications in HUD programs, USDA Section 515 (S.T.A.R), and LIHTC.
